Covid-19 Spurs a Road Repair Boom—and Threatens a Bust

Just a few weeks back, the transportation authorities in California were preparing for a challenging summer filled with traffic nightmares. The plan was to close down a busy section of Highway 101 connecting San Francisco to Silicon Valley for almost three weeks to reconstruct an old bridge deck over San Francisco’s Alemany Circle. They were expecting long backups and delays up to an hour, with hopes that at least a third of drivers would avoid the area during rush hour. However, the landscape changed drastically in early March with the arrival of the Covid-19 pandemic and subsequent shelter-in-place order.

With a significant drop in traffic due to the lockdown measures, the California Department of Transportation, known as Caltrans, saw a unique opportunity to fast-track the bridge project without disrupting the daily commutes of hundreds of thousands of travelers. Approximately 100 construction workers quickly got to work dismantling the old bridge deck, replacing it with a new one within a week. Surprisingly, they are now on course to complete the entire project in just nine days, which is half the expected time and three months ahead of schedule.

The decrease in traffic resulting from the pandemic has allowed DOTs across the country to expedite road projects without worrying about congestion or safety issues for workers. It has also provided the flexibility to work around the clock, accelerating construction work on various highways and bridges in different states. However, the sudden boom in construction may lead to a future bust caused by a decline in fuel tax revenues and other transportation-related fees due to reduced traffic and vehicle sales.

While the pandemic has presented unique challenges such as disruptions in the supply chain and difficulties in maintaining social distancing on construction sites, essential workers like road construction crews continue to push forward. Adhering to safety protocols and monitoring worker health, these workers persevere in their efforts to complete critical infrastructure projects, ensuring the smooth functioning of transportation networks. The future may hold uncertainties, but for now, the focus remains on navigating through these unprecedented times and delivering essential services to the community.
